Prepare a paper to be discussed in class discussing the following
points.  Make enough copies of your paper so everyone can have
one during the discussion.  I plan to take the final two
class periods for this.  This implies that there will be
a class next Tuesday.

1. What are the criteria for when an innovation is desirable?
What factors should be taken into account?
Illustrate with examples from the material discussed in class
and in your reading.

2. What laws or rules should there be concerning innovation?
How much can be known when an innovation is contemplated?

3. If you propose laws or rules, what organizational structure
do you propose for enforcing them?

4. Include information you may have from other sources about what
proposals have been made.
